TORC is initiated by the TOR CABALA Foundation, a non-profit company headquartered in Singapore. Its mission is to promote "the freedom and ability to protect personal privacy of users and to communicate secretly without surveillance." The foundation is dedicated to TOR Project relay nodes and the storage of Deep Web content, facilitating the secure and harmonious development of the open-source ecosystem society.
